Why: - Performance routing to already-large validators reinforces concentration. - A neutral, fee-agnostic 1% cap keeps Meta Pool from pushing stake toward whales and helps preserve/improve the Nakamoto Coefficient (NC). - Post-inflation-reduction environment = tighter rewards; this guardrail avoids starving smaller validators. Current data: - Meta Pool performance currently on ≥1% validators: ~680,963 NEAR (policy-relevant pool to stop/redirect).
